Stubble Management is Our Shared Duty: DC Preeti

Collective Responsibility for Stubble Management

Kaithal, September 20 – Deputy Commissioner (DC) Preeti emphasized that stubble management is a collective responsibility of all stakeholders. She warned that any case of stubble burning reported in the district would attract strict action by the administration.

She added that the district administration is focusing on encouraging stubble management practices rather than burning, so that stubble can be collected and supplied to the market, while farmers receive necessary assistance.

Coordination Meeting with Banks and Insurance Firms

DC Preeti was addressing a coordination meeting at the Mini Secretariat auditorium with stubble management firms, bankers, and insurance company representatives.

The meeting aimed to resolve issues faced by stubble management firms in securing bank loans and insurance coverage for stubble plants.

The session was attended by CEO Zila Parishad Suresh Ravish, SDMs Ajay Singh, Capt. Parmesh Singh, and Ajay Hooda, DDPO Ritu Lather, LDM S.K. Nanda, and other officials.

During the discussion, firm owners shared their difficulties in availing loans and insurance. DC Preeti issued strict instructions to bankers to provide loans as per norms and consult their headquarters if necessary. Insurance firms were also asked to process applications based on valid project reports.

Target: Zero Stubble Burning Cases

The DC set a zero-burning target for the district this season. She stated that if any incident occurs, responsible farmers and officials will face action under rules.

  • Farmers caught burning stubble will be penalized.
  • Concerned government employees and field staff will also face accountability.
  • Even Sarpanches and SHOs of affected villages/areas will be held responsible.

Support and Caution for Stubble Management Firms

DC Preeti also instructed stubble management firms to maintain complete and genuine documents while approaching banks and insurance agencies. She highlighted that fake or incomplete paperwork will not be tolerated.

She added that with cooperation from both sides, a successful model of stubble management can be established in Kaithal, benefitting farmers and the environment alike.

Ensuring Resources for Farmers

The DC directed the Agriculture Department to ensure that balers and other resources are in proper working condition and sufficiently stocked for the harvest season.

She urged SDMs to hold village meetings to educate farmers about the hazards of stubble burning and the benefits of stubble management. She also reminded that the government provides ₹1,200 per acre as an incentive for stubble management.

Call to Farmers and Officials

DC Preeti appealed to farmers to cooperate with the district administration and assured full support for stubble disposal. She urged them to refrain from burning stubble to protect the environment and future generations.
